Problem Note 71037: The message "The authorization header is malformed..." occurs when running PROC S3 with a custom region

When you use a PROC S3 statement to connect to a custom region, errors similar to the following occur:
<Error><Code>AuthorizationHeaderMalformed</Code><Message>The authorization header is
malformed; the region 'xxxxxx' is wrong; expecting
'xxxxxxxx'</Message><Region>xxxxxxxx</Region><RequestId>xxxxxxxxxxxxxx</RequestId><HostId>xxxxxxxxxxxxxxxxxxxxxxxxxxxxx</HostId></Error>
The authorization header is malformed; a non-empty Access Key (AKID) must be provided in the credential.
